California Repeals 20-Hour Prelicensing Requirement for Insurance Producers
Effective January 1, 2026
California has enacted a major licensing change that impacts new producers seeking a
Property, Casualty, Life, Accident & Health, Personal Lines, Commercial Lines, or Limited Lines
Auto license.
According to the California Department of Insurance’s official notice, Assembly Bill 943
(Rodriguez) repeals the long-standing 20-hour prelicensing education requirement for these
license types.

What This Means for Applicants
Beginning January 1, 2026:
● The 20-hour prelicensing coursework is no longer required.
● However, the mandatory 12 hours of Ethics and California Insurance Code training
remains required before a license can be issued.
● Candidates are encouraged to study the state’s License Examination Objectives and
select education providers offering exam-specific prep.
Important Notes
● Bail agents and public insurance adjusters must still complete their 20-hour prelicensing
education.
● Prelicensing courses completed on or before December 31, 2025 will be honored if
rosters are submitted within the 10-day filing window.
● As of January 12, 2026, all 20-hour, 32-hour, and 52-hour prelicensing courses (including
ethics bundles) will be inactivated and removed from the Department’s course search
system.
